Why do I get “The User Profile Service failed the logon” in Windows ?

As Microsoft advices in it’s help and support page, try first to restart Windows and re-login with the same user.
If this didn’t worked and if you are not in a networked user scenario (your user is not stored on remote computer/server), read the Microsoft’s help page on this issue, they offer 3 alternatives to fix it:
